Prostitution policy: Nordic Model

Government of Norway

Sexkjøpsloven er evaluert

Aug 11, 2014 – The government has received a report from Vista Analysis which has looked at the effects of the law banning the purchase of sexual services. The report shows that the ban has contributed to lower demand for sex with prostitutes.

– This report will be one of several key sources of knowledge about the prostitution market in Norway. We will now start work on a report to the Storting that highlights all the challenges associated with prostitution. We want a thorough and principled debate about this, says State Secretary in the Ministry of Justice and Emergency Management Vidar Brein-Karlsen.

The ban came into force on 1 January 2009. The desire to combat human trafficking was one of the motives for changing the law. The previous government decided in 2013 that the law should be evaluated.

Following an open tender competition, Vista Analyze submitted a tender for a public call in which they outlined how the assignment could be solved within the specified framework. Vista Analysis was commissioned in the summer of 2013.
