Post-Soviet Russia, Belarus and Ukraine: challenging or embracing the West

Dec 6, 2021 – Thirty years after the collapse of the Soviet Union, Russia and Belarus have chosen to take on the West, unlike Ukraine, the third signatory of the USSR dissolution, which has gone down the Euro-Atlantic route, away from its authoritarian neighbors.

Russia’s challenges to the West include deploying troops near Ukraine, border tensions with NATO, the annexation of the Crimean peninsula and supporting pro-Russian separatists in the eastern Donbas region.

Troops amassing near Ukraine, the tensions with NATO on its borders, the annexation of the Ukrainian peninsula of Crimea, Moscow’s support of pro-Russian separatists in the eastern region of Donbas, the persecution of political opponents, the alleged poisoning of enemies, and the use of gas as a tool to pressure are just some of the challenges that Vladimir Putin’s Russia is posing to the West.

Ukrainian civil society form Network for the Implementation of Women, Peace, and Security resolutions and CEDAW

Applause filled the halls of the Parliamentary High Commissioner for Human Rights in Kiev, Ukraine as Ella Lamakh, the Executive Director of the Democracy Development Center (DDC), inaugurated the Civil Society Network for the Implementation of Women, Peace, and Security (WPS) and CEDAW in Ukraine. This newly formed civil society network will strengthen the coordination of civil society action to implement of UN Security Council Resolution (UNSCR) 1325 on Women, Peace and Security. As part of this effort, the network will coordinate the drafting of joint civil society shadow reports on the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW). This will be produced in parallel with Ukraine State Party report, which will be presented and discussed in Geneva in 2021.

Midterm evaluation of the Ukrainian National Action Plan on implementation of UNSCR 1325 “Women, Peace and Security” until 2020

As a member of the international community, Ukraine has adopted a NAP to implement UNSCR 1325, simultaneously mainstreaming gender and human rights in the security and Defence sector. The ongoing conflict in Ukraine has made the NAP 1325 particularly relevant. On 24 February 2016, the Government of Ukraine approved its NAP to implement UNSCR 1325 for the period 2016–2020. This is considered to be a serious, positive step towards integrating the Women, Peace and Security agenda into the reform and reconstruction and peace-building processes. Ukraine’s NAP 1325 has six sections, 10 tasks, 69 indicators and 49 actions; implementation involves state authorities, local self-government bodies and civil society organizations.


The UN Women Ukraine project “Enhancing Accountability for Gender Equality and Women’s Empowerment in National Reforms, Peace and Security” focuses on supporting the Government of Ukraine to achieve transformative results for gender equality and women’s empowerment by integrating gender equality and human rights commitments into national reforms and peace and security-related processes via the establishment of mechanisms for adequate funding, implementation, monitoring and evaluation. This project, funded by the Government of Sweden, works to support the implementation of Ukraine’s NAP 1325, and is implemented in partnership with the Office of the Deputy Prime Minister on European and Euro-Atlantic Integration.


UN Women Ukraine’s project supported the mid-term evaluation of the implementation of Ukraine’s NAP 1325. The evaluation’s purpose was to review progress, achievements and challenges to strengthen the NAP framework towards more efficient implementation and accountability in the second stage of the fouryear Plan. The mid term evaluation findings will be used to draft recommendations to modify and amend NAP 1325 in support of more efficient performance and to develop proposals to enhance the structure of monitoring and evaluation processes.
